Mackerel at the French Institute Bistro

This French Institute Bistro in Phnom Penh is a hidden gem of an eatery, and  makes for the perfect while luncheoning in the capital.  Dinner, by contrast, can be deathly quiet.  Here, having mackerel that resembles a giant leaf of witloof or Belgian endive.

Mackerel at the French Institute Bistro in PP. Why would a chef serve an oily sauce to accompany an extremely oily fish? Beggars belief... Maybe @fisheads has an idea why? or, why not lol.
